Raises the character's 0.5% chance of creating an item with an innate skill bonus from 0.5% to 1%. Base skill bonuses are a from 2.0% to 4.25%. Skill bonuses of Agriculture, Geology, Horticulture or Skinning are increased by 100% for a range of 4.0% to 8.5%
